 February 19 , 1887 - High Command
Permissibility of the responsibility of overseers, heads of departments and senior officials to a supreme administrative court

We are the Khedive of Egypt
Based on what was presented to us by our Council of Supervisors and after taking the opinion of the Laws Consultative Council;

We ordered what is to come:

Article 1If one of the overseers or heads of departments or other senior officials ordered to  spend an amount in the expenses they authorized outside the approved appropriations or transfer amounts from chapters to another in the budget before the council of our overseers approves their transfer or takes measures in violation of the laws and regulations in force, it may be Responsible for it at a higher administrative court.
Article 2The Supreme Administrative Court is under the chairmanship of the president of our council of presiding judges. .
Article 3- The Supreme Administrative Court considers the case at the request of our Board of Directors, and the overseer, the head of the department, or the official against whom the case is brought shall remain suspended from his position from that time on. .
Article 4The Supreme Administrative Court decides how the pleading is to be followed before it, and it judges according to what is achieved for it. .
Article 5- If the Supreme Administrative Court finds that the defendant has made a mistake, it issues a ruling based on its reasons and determines the defendant's financial responsibility and decides on censure or dismissal. .
Article 6The ruling issued by the Supreme Administrative Court is not subject to appeal .
Article 7Exemption is not accepted from the overseer, the head of the department, or the sheriff against whom the lawsuit is brought before the Supreme Administrative Court until the lawsuit ends .
Article 8It  is incumbent upon all of our peers to carry out this order.
