High Ordinance of the Law on Controlling and Linking Veterinary Health in Concerning Epidemic Animal Diseases - February 1, 1883 - p. 2380

We are the Khedive of Egypt
Based on what was submitted to us by the overseer of the interior of our government and the approval of the opinion of our council of overseers;

We ordered what is to come:

chapter one
In the provisions relating to animal trade
household and moving

Article 1Domestic  animals infected with infectious diseases or suspicious of them may not be traded or transported.
Healthy animals that have resided with diseased livestock in one stables and sheds, or graze with them in one pasture, or drank with them from one watering can, or were served by the same persons who served the sick animals, as well as animals that were suspended in the pots that were used for fodder, are considered suspicious of contagious diseases. Livestock infected with contagious disease, and in general, all animals that have been in contact with or without the means of sick animals are considered suspicious of the disease..
Article 2- The  health services must observe at all times the markets and births where livestock are sold, and they must take all necessary measures and means to prevent their spread, when infectious diseases appear in animals, and they must take, especially in this case, the means and measures mentioned in Articles 5, 8 and 11 of this law.
Article 3If a contagious disease appears in a herd of livestock while they are being transported by rail or by boat, all the mentioned livestock must be seized in the nearest authorities and observed by the health authority, which must follow the provisions of Articles 5, 8 and 11 . .
As for the vehicles and boats that were used to transport them, care should be taken to clean and fumigate them

Chapter II
What to do when diseases appear
Epidemiological animals in general from

Article 4Owners of domestic animals and their servants or those who guard them, and overseers or agents in charge of administering infidels, bachelors , javalks, and the like, must notify the head of the sheikhdom or the sheikh of the country of the appearance of any disease that affects a group of animals at the same time. The head of the sheikhdom or the sheikh of the country must take the initiative to notify this in the interest of the health of the region in writing, and the veterinarians, doctors and other health and police officials must feel the interest of all that they are informed of suspicious cases of epidemic animal diseases .
Article 5- When the authority’s health department receives the notice mentioned in the previous article, it must go without delay to the locations of the incident to verify the type of disease that appeared in it and order the measures and precautions to be taken to stop its spread and its spread, then inform the governor or director of the authority about this and notify the Public Health Council by telegraph .
The government officials in the region must make every effort until the issuance of the Public Health Council’s orders to isolate sick animals from healthy animals and prevent their mixing with any animal whatsoever..
It is not permissible for owners of sick animals to send them, for any reason, to markets, birthdays, pastures, or public watering yards. Rather, they must put them in separate stores and follow all the orders of the health authority issued in their regard..
The head of the Health Council shall inform, through the nearest means, the governors of the regions, and indicate to them the precautionary measures and means required to be taken.
Article 6The directors of the provinces that were not affected by the aforementioned disease shall order, in their union with the health authority of the region, to inspect and inspect the pens of livestock whenever they deem it necessary, and to exert effort in observation and to take the necessary measures to enable the speedy implementation of all measures and precautions that would stop the spread of the animal epidemic. When it appears and evaporates at once in all directions in which it must be done .
Article 6 bis “a( Added by Law  No. 11 on April 27, 1913) - In the areas where hospitals (Shafkhanat) are established to isolate animals infected with infectious diseases and announced to the public by a ministerial decision, every animal infected or suspected of having a disease considered by the veterinary administration to be contagious to humans or animals must be sent to the prepared hospital To isolate animals whenever required by the public health department.
The animal must be sent immediately after announcing its owner by the administrative method, and it remains in the hospital for the period that the veterinary administration deems necessary to keep it there unless it orders its execution in accordance with the law.
Whoever violates this shall be punished with the penalties stipulated in Article 23 of these Regulations.
Article 6 bis “b(  Added by Law No. 11 on April 27, 1913) - During the stay of animals in the hospital prepared for isolation, their owners must provide them according to what is decided by the veterinary administration..
The owner of the animal must pay the amounts due for this within five days from the date of its request..
An animal that dies in the hospital or is executed does not demand what the government spends on its owner.
Article 7 During the time of the animal epidemic, it is forbidden to trade in sick or suspicious livestock and in the raw things that are produced from them, such as their skins, bones, horns, heads of horns, hooves, undissolved fat, hair, wool, and the like..
As for the meat of animals suspicious of diseases, which becomes clear after slaughtering that it is healthy, it is permissible to eat it if precautions are taken by which it cannot result in the spread of disease in any way whatsoever..
Article 8 ( Amended by Higher Order on April 10, 1883) - The Department of Health may order the slaughter of animals infected with contagious disease to prevent the spread of an epidemic disease of animals that is dangerous and contagious and is known to be incurable..
If the disease appears in a pen and affects most of the livestock in it, then the Department of Health must slaughter all the animals in the said pen..
But if the disease spreads and spreads in a group of stables, then only infected animals should be slaughtered. However, if the disease spreads and spreads in several locations in the Egyptian country, the inspector of the interior may, at the request of the General Health Council, stop the slaughter of infected animals..
Grass, hay, tools, unclean pen utensils, and the like should be fumigated or burned.
Article 9If the Health Authority orders the slaughter of animals, their owners shall not have the right to any compensation for the injured animals. .
The determination of the value of the mentioned animals is done by those who will be mentioned in the following article, and the prices of livestock in the last markets that were held in the region or in the sub-district are taken as a basis for that..
Article 10The veterinarian or physician in the regions where the animal epidemic is prevalent must reveal, in the presence of the government official and three baptists of the region, all sick or suspicious animals, and that they should be slaughtered on the spot due to being infected with the disease and bury them in application of the provisions of Article Eleven .
Evidence that the procedures took place shall be by means of a report signed by the government official, the veterinarian or the wise, and three of the mayors of the region and the owner of livestock
The aforementioned record shows the date of the order issued for slaughter, the date of its occurrence, the burial, the name, workmanship and residence of the owner of the slaughtered livestock, its number, length, age, male and female, and its type, and the price you paid. The district or governorate to which he lives
Article 11Cattle whose slaughter or death becomes a contagious disease should not be dragged and pulled on the ground. Rather, they must be transported as soon as they are slaughtered or died to the place designated by the health authority for burial, or they must be delivered to the slaughterhouse, and the vehicles or stretchers used in transporting them are disinfected . .
Article 12It is forbidden to throw dead animals on the public road, in the Nile River, canals, watering cans, ponds, streams, etc., as well as burying them in a place other than that specified by the Health Authority. .

Chapter III
in privacy procedures

First branch
In bovine epidemic and anthrax
And the smallpox, the saqqa, and the saddlebag

 In the event of the emergence of bovine epidemic, anthrax, sheep smallpox, watering can, or saddlery in any part of the Egyptian country, the health department must take the following measures and precautions, other than the public measures previously described, which are the initiative to inform the general population of the area in which the disease occurs and prevent animals from mixing with each other And the warning to stone the stables and sheds is an absolute stone, preventing infected animals from passing through the area where the disease is located, and preventing the exit of any animal from the area where the disease has occurred, as well as fresh leather, raw wool, meat, undissolved fat, horns, nails, bones, weeds, hay, tools and the like..

second branch
in infectious pneumonia

Article 14- Every animal infected with contagious pneumonia is slaughtered and buried according to what is written in Articles 5, 8 and 11 
Article 15Animals suspected of being infected with contagious pneumonia may be confined and vaccinated according to what is codified in the Veterinary Health Law .
Article 16- Animals vaccinated for them should be placed alone and not mix with any animal, whether cow or camel, and it is not permissible to release them until twenty days after complete recovery .
Article 17If the owner of animals suspected of being infected with contagious pneumonia does not want to vaccinate them, he must slaughter them immediately, and in this case it is permissible to use their meat for eating. It is known that animals slaughtered in this manner do not have the right to any compensation . .
Article 18Stables and stables in which the disease occurred, it is not valid to place animals of the cow and camel type unless after a period of four weeks to twelve weeks has elapsed since their fumigation has been completed. What is written in Articles 5 and 9 and what follows them .

Article 19 ( Amended by Law No. 4 of April 8, 1907) - Every animal infected with contagious seroma must be culled unless its owner requests that it be isolated and kept under the supervision of the health department at its expense..
In this last case, the owner of the animal or his representative is charged with keeping it isolated from contact with any healthy animal - and he may not operate it except after the approval of the Health Department..
Every animal considered suspicious in accordance with Article 1 of these Regulations, its isolation shall also be under the supervision of the Health Department, and its owner shall be instructed to keep it away from contact with any healthy animal until the Health Department decides otherwise..
Every violation of the provisions of this article shall be punished by a fine not exceeding one Egyptian pound and imprisonment not exceeding one week, or by one of these two penalties only..

Fourth branch
in Trechinos

Article 20Pigs and other animals infected with Trichinosis should be slaughtered and culled by whatever means .

Fifth branch
In sorling, that is, foot-and-mouth disease and scabies

Article 21Animals infected with sureling, i.e. foot-and-mouth disease or scabies, must be confined in the pen and prevent their mixing with healthy animals. Meat from animals infected with these two diseases may be given for eating .

In penalties and rewards

Article 22Whoever fails to take the notice mentioned in Article 4 of the livestock owners shall be punished by paying a fine of five to one hundred Diwani piasters and imprisonment from two days to one week. .
Serving animals, their guards, wardens and agents of the camp, expatriates, javalks, and the like, who do not give the aforementioned notice shall be punished by paying a fine of five to one hundred customs piasters and imprisonment from two days to a week..
The heads of the sheikhdom or the sheikhs of the country who do not send the Department of Health the notice mentioned in Article 4 are permitted to pay a fine of five piasters to one hundred Diwani piasters and imprisonment from two days to a week.
Article 23Whoever violates the provisions mentioned in Articles Five, Seven, Eleven and Twelfth shall be punished by paying a fine of five to one hundred Diwani piasters and imprisonment from two days to a week . 
Article 24The penalties mentioned in the two previous articles shall be passed by the competent judicial authorities .
Article 25Half of the value of each of the fines mentioned in the previous articles is given as a reward to the person who informs of the occurrence of the violation, or to the police officer who apprehends the violator when the violation occurred. .
Article 26The owner of livestock who, on his own, or informs in a department, center or governorate of the emergence of an epidemic disease in livestock, shall have the right to take a reward equivalent to the value of his entire affected or suspected livestock. .
Article 27Livestock guards and  their servants who are paid for the news described in the previous article are entitled to a reward from fifty to two hundred piasters..
Article 28The officials of the royal and military government, and the agents of control and public liaison, must assist the Health Department when required to do so in the speedy completion of the procedures set forth in this regulation. .
Article 29 Everything that was in contravention of all orders and regulations previously issued to the provisions prescribed in this order has become null and void.
Article 30The overseers of the Interior, War, Naval, Financial and Haqqiyyah have the duty to implement this order of ours, each of them in their respective fields .
